The project with compleet GmbH was launched on 05.06.2019. The aim was to organize the procurement of temporary workers, digitalize the processes and, above all, create a high level of transparency in deadline monitoring. Since August 5, 2019, the solution from compleet has been in use at Caverion at 18 locations across Germany with the inquiries and contract management modules. The biggest requirement in the project was above all to create transparency in the awarding of employee leasing services and compliance with legal regulations.

When asked what the advantages of using the compleet solution are, Thomas Penka, Buyer in Central Purchasing at Caverion Deutschland GmbH, replies that vacancies can now be filled much faster and there is greater transparency. In addition, all regulations with the new Temporary Employment Act can be complied with and monitored in particular regulations on equal pay and deadline monitoring. In addition, responsible employees in the branches have been relieved and can be involved in other activities. The digital signature of temporary employment contracts is another major relief. It was important for all agencies to participate. compleet vendor Managing Director Alexander Sadek explains the benefits of this project in more detail: "It is possible to increase the delivery speed to less than an hour or a few minutes. This works because the requests are immediately distributed according to demand and the existing transparency allows the service provider portfolio to be optimized. At the touch of a button, the user knows in which regions which personnel requirements can be filled and how quickly, and can identify the need for action.

The mission of compleet vendor is to simplify the use of temporary staff in temporary employment agencies, to make it legally compliant and to support companies in covering their personnel requirements in the shortest possible time. The simple web solution offers full transparency about agencies and temporary workers deployed, simplifies processes from the request for requirements to processing and billing and guarantees maximum compliance security with regard to adherence to legal requirements in all processes. This not only ensures significantly more effective cost management and control, transparent supplier management in the temporary employment sector and secure and audited invoicing of temporary employment partners. Above all, however, the system provides functions that can be used to increase delivery reliability, i.e. the staffing of personnel requirements. The solution is also suitable as an early warning system for industry surcharges and compliance with equal pay. The advantage of this is that compliance with collective agreements is also guaranteed. The current legal situation is also taken into account with an early warning system, for example in the case of a possible maximum assignment period. Lending agencies who are members of the Institute for Payment Security can also make this visible to their customers and potential customers.

The electronic signature for contracts in connection with data protection regulations surprised the team, as several people were previously authorized to sign. Ultimately, Caverion succeeded in centralizing this process and establishing a signature by the central purchasing department. Initially, it was difficult to convince smaller agencies in particular to use digital signatures. However, it was important for Caverion to establish a standardized process across all agencies. In order to achieve this, compleet and Caverion then held individual discussions with some agencies. At the same time, compleet demonstrated a high degree of flexibility and adapted to Caverion's specific requirements. In the end, almost all relevant agencies were successfully connected to the digital signature.

With the Qualified Electronic Signature (QES), compleet offers a way to fulfill the legal requirements digitally. It offers QES with a smartphone and video identification, which means that no additional hardware or software installations are required. Similar to online banking with PIN-TAN procedures. A one-off process is required for verification. There is no need to spend time and money on letters, paper and postage. A shortened process enables flexible employee scheduling.

Another issue that initially caused more work, but had previously been factored in, was determining all the relevant current and historical data and deployments in order to import them into compleet. This data is important for the correct calculation of deadlines and complete transparency. As part of the roll-out, compleet vendor project management collected this data from the personnel service providers. After a check by Caverion Purchasing, this data was then uploaded to compleet vendor.
